Fifa have warned that they will suspend national associations who fail to impose new rules on racism.
President Sepp Blatter said the regulations-which include taking points from clubs and countries whose fans commit racist offences-were not optional.
Blatter also said, 'This is a fight against a devil which still exists unfortunately in our sport.'
However, he did not unequivocally condemn the conduct of Luis Aragones, the Spanish manager who called Thierry Henry 'a black shit'. He also stopped short of endorsing Henry's view that the French win was a victory against racism.
Blatter only commented, 'Thierry Henry is one of Fifa's anti-racism ambassadors so I am not going to contradict what he said.'
Racist behaviour has been a constant problem in leagues such as Spain, and in some Eastern European countries.
