Fifa have warned that they will suspend national associations who fail to impose new rules on racism.

The new regulations feature the ability to dock points from clubs or national associations whose fans engage in racist activity.

Blatter, president of Fifa, said, 'This is a fight against a devil which still exists unfortunately in our sport.'

However, he did not openly criticize the actions of Luis Aragones, the Spanish manager who called Thierry Henry 'a black shit'.  He also stopped short of supporting Henry's view that the French win was a victory against racism.  

Blatter only commented, 'Thierry Henry is one of Fifa's anti-racism ambassadors so I am not going to contradict what he said.'

Racist behaviour amongst football fans has been a constant problem in countries such as Spain, and in some Eastern European countries.
