Gordon Brown, Chancellor of the Exchequer has made his 11th and probably his final budget, before the Houses of Commons.
Education Secretary Alan Johnson has propsed plans to increase the school leaving age to 18 and imposing fines up to £50 for students who refuse to stay on.
